Miscreants torch Central Cattle Breeding Farm in retaliation to eviction drive
ITANAGAR, Feb 2: A major fire accident broke out at Central Cattle Breeding Farm Nirjuli at 3 a.m. today which completely blazed down 40 trucks of paddy straw stocked for the farm animal. In the fire accident the building where the paddy straw was stored was completely damaged and other farm equipments worth lakhs were gutted into ashes.
According to sources, some miscreants torched the paddy straw store in retaliation to eviction drive carried out in the farm premises by the chief state officer cum additional district magistrate, capital complex along with dozens of armed forces yesterday.
In the eviction drive the unauthorized construction inside the dairy farm premises were demolished and removed to drive out the encroachers from the dairy farm area, according to official release.
The massive encroachment had occurred in Central Cattle Breeding Farm Nirjuli since 2nd week of January wherein the encroachers damaged and removed the fencing materials, water supply pipe and destroyed the standing fodders in the field. The encroachers forcefully occupied the fodders plots of the Central Cattle Breeding Farm Nirjuli and demarcated individual plots and started construction of their temporary private buildings since last month. The matter was brought to the notice of the concern authority which impelled for eviction drive by the chief state officer cum ADM capital complex. Minister, in charge of Animal Husbandry Setong Sena visited the fire accident site and encroached area of the Central Cattle Breeding Farm Nirjuli on same day of fire accident in the farm along with departmental officers and took stock of the situation. The officers apprised him of the repeated encroachment problems on Govt land thereby distorting the developmental activities in the state especially in the state capital.

The eviction drive was carried out by the district administration with help of over 100 police personnel, including two platoons of ITBP, labourers, earth movers under the guidance and direction of Talo Potom, ADM cum CEO Itanagar Capital Complex after two separate complaints were received from the department concerned regarding massive encroachment of dairy farm and fodder farm land by some unknown persons.
More eviction drive would be carried out against encroachment of public premises by district administration from now onwards, the release cautioned.

Water crisis hit Capital yet again

ITANAGAR, Feb 2: As usual, water crisis has hit the state capital despite constant efforts to supply adequate drinking water for the last several years.
The water pipe lines of almost all residences with its source at Sinki View water project have been running dry for the last two days. Citizens are forced to use packaged water for consumption and contaminated water from Sinki River for other household uses.
The reason is breakdown of transformer and diesel generator sets at water treatment plant, Sinki view.
Such practice of using unclean water may lead to various health problems among the capital dwellers.

Last year local MLA too had expressed the hope that drinking water demands of the ever increasing population of the capital would be solved with the completion of Poma Water Project by April or May 2011.
However, the Poma water Project is yet to see the light of day.
In March 2010, after one of the DG sets installed at water treatment plant, Senki View, Itanagar, citizens of capital complex had faced crisis. The department was forced to deliver water using water tanks but it was not enough as many colonies were not reached and left to fend for themselves.
It is expected that at least this time around, tankers would reach all colonies as assured by the department.

Disaster safety plan in schools on the cards
ITANAGAR, Feb 2: Arunachal Pradesh disaster management department is going to implement
a safety plan in all the schools for safety and security of students and teachers.

Regarding the awareness programme, Ringu said the awareness and training programme is a small step towards larger awareness to the general public as to how they can protect and prevent themselves from the disasters, be it man made or created by the nature. She appealed to all the students and teachers to understand the need of such programme and spread awareness on disaster management.
Ringu also had a word for the school authority and the society. She said, “When you open a school, you close the door to a prison.”
Such awareness programmes are very important not only for the teachers and students but also for the general public, said Capital DC Onit Panyang. Scores benefitted from free medical camp
ITANAGAR, Feb 2: Altogether 172 patients of Migging circle and nearby villages were benefited from a free medical camp and health awareness programme organized at Migging in Upper Siang district on January 30.
The health camp was conducted by Army medical officer from Tuting based Army unit in collaboration with the Upper Siang district health authorities.
Out of the 172 patients treated, 50 percent were males, 40 percent females and 10 percent were children. A few of the serious cases were referred to district hospital at Yingkiyong for better treatment.
Around 30 percent of the patients were suffering from peptic disease, while another 30 percent were suffering from upper respiratory tract infections. The rest of the cases were related to fever, low backache, polyarthalgia and other diseases, the Army officer informed.
Large number of villagers also attended the health awareness programme. The Army medical officer educated the local people on health care during pregnancy, care of newborn baby, vaccination schedule, prevention of HIV and hepatitis during the camp. Senior Army officers also visited the camp and interacted with the locals.
The local people admired the army and district authorities for organizing the medical camp in a remote area like Migging and demanded that more such camp should be organized for the benefit of people of interior areas.
In another humanitarian gesture, Army provided the Gaonbura of Gelling village a gas connection for village community hall. On request of villagers Army presented gas stove, regulator and cylinder free of cost to be used for community function in the village.

In remote district like Kurung Kumey in particular and other districts in general they were dominated by their husbands; not allowed to participate in social parleys. The women from Gangte village under Sangram circle started forming SHGs under the Rural Development and Heritage Society (RDHS) since last two years. They started monthly meeting on savings for their livelihood, opened bank account and are able to provide small loan to its members for medical treatment and school fees for their children.
In the course of time, under the initiative of RDHS, the SHG members participated in the NABARD sponsored three days training cum exposure trips to Jhernapani and Dimapur in November 2011 on mushroom cultivation.
After the exposure visit, much to the delight of the SHG members, they started cultivation of Mushroom and are selling mushroom at the rate of Rs 100 per kg.
As we are also working in Itanagar circle, two SHG members from the circle had taken part in the exposure visit and are reaping the benefit. They have started mushroom cultivation in Lobi village with good return. (The contributor is a Chairman of RDHS, Sangram)

3 killed in road accident

ITANAGAR, Feb 2: In a tragic road accident here this morning, three persons were killed on the spot when a car skidded off the national highway 52A and plunged into deep gorge near Shiv Mandir. The deceased were identified as Punio Nobin, Michi Kago and Karka Bhadur Lama; all were in their mid 20s, police said.
The accident might have occurred last night, according to report. However, the cause of the accident is yet to be ascertained police, said and added that a case has been registered and investigation launched.
One injured in bus accident, Society appeals for assistance
ITANAGAR, Feb 2: A bus passenger got serious injuries in a road accident near Saha Karo at Belo village, Upper Subansiri district on January 29. The injured passenger, identified as Yachok Naji of Laigi village under Baririjo circle, is now undergoing treatment at R K Mission hospital here, said Dango Brother Society, Daporijo in a release today.
The Society said the accident occurred when an APST bus coming from Silapathar (Assam) to Daporijo met with an accident at around 11.30 am. There were few passengers in the bus when the accident occurred, it further informed. Confirming the accident, police sources informed that a case has been registered at Dumporijo police station in this regard.
Quoting the doctors, the Society further said that injured Naji, a widow, received multiple fractures in various parts of the body. It appealed to the concern authority to provide compensation and immediate relief assistance to the accident victim for better treatment.

This is in response to the news report "Notice to Centre, UPSC on plea against English Test"( 2 February).
To oppose the decision of the UPSC to introduce a new compulsory paper in Civil Services Preliminary Examination testing the ability of the candidates to understand English; a petitioner remarked "Hindi is the basis of Indian culture and making English compulsory will strike a body blow to wipe off India's rich cultural heritage from its roots"!
Firstly, not just Hindi, but from Dogri to Tamil, Marathi to Apatani, all languages of India form the basis of Indian culture.
Secondly, how can the future administrators of India be able to function properly
without adequate knowledge in English? Far from being monolingual or Hindi-
Lastly, a Bengali can learn the beauty of Telugu literature only through the medium of English, only English can link a Naga poet with a Rajasthani reader. Thus the rich cultural heritage of India can be understood by all Indians through the route of English only. Else, one will have to remain confined within the cocoon of his/her own culture only.

This year also marks the 20th anniversary of the landmark Rio Earth Summit of 1992 which set out the concept of sustainability and its importance as a critical parameter of human development.
The Rio Declaration on Environment and Development of 1992 had stated that the right to development must be fulfilled to equitably meet the needs of present and future generations. It also recognized that eradicating poverty was an indispensable requirement for sustainable development.
However, Prime Minister of India asserted that as developing country in the frontlines
of climate vulnerability, India has a vital stake in the evolution of a successful,
rule-
India will play a constructive role in the ongoing negotiations and we will certainly live up to whatever obligations fall upon us as part of a fair and equitable agreement, the PM said.
The report enlists recommendations to empower people to make sustainable choices, strengthening institutional governance towards building a sustainable economy.
